Is this a subscription?
No. You pay once. There is no renewal, no yearly bill, and nothing that expires.
Is the launch discount real?

Scanning never deletes files. Cleanup requires your selection and confirmation, but you must review what you still need. Deletion is permanent and cannot be undone; keep backups.
